Anti-Plague Station of the URAPI

General Information

Anti-Plague Station (APS) - is a special-purpose practical subdivision of the Ukrainian I.I. Mechnikov Anti-Plague Research Institute with operative functions. It fulfills nationwide tasks in the field of prevention, response and minimization of the emergency consequences related to the especially dangerous biological pathogenic agents.

It coordinates the activity of healthcare institutions and sanitation and epidemiological service in terms of biological safety, biological security and counteraction to biological threats including bioterrorism acts.

Primary activities:

  • consultative and methodological support and coordination of healthcare institutions of Ukraine, sanitation and epidemiological service wi'th regard to response to anthropogenic and natural emergencies related with the agents of especially dangerous and dangerous infectious diseases;
  • development of national statutory and regulatory as well as instructional guidance documents on biological safety, biological security, response to biological threats as well as harmonization of mentioned documents with international standards and introduction into practice in the healthcare system ofUkraine;
  • analysis and forecasting realization probability of the risks related with biological threats and their consequences in certain territories (development of possible scenarios: short-term and long-term) in order to enhance the response and counteraction system;
  • maintaining readiness level of task-specific mobile team for operative organizational and methodological practical support in case of anthropogenic and natural emergencies (special-purpose antiepidemic team -S AET);
  • performing reference functions on laboratory diagnosting of Plague, Viral Hemorrhagic Fevers, Tularemia, Glanders, Melioidosis, Anthrax, Legionellosis;
  • maintaining a branch of national collection of microorganisms that are pathogenic for human of I-II pathogenicity groups having bacterial and viral nature;
  • erforming functions of gene indication and genotyping Center based on the national collection for microorganisms of I-II pathogenicity groups having bacterial and viral nature;
  • supervision over the antiepidemic measures compliance in the laboratories that work with materials contaminated or suspicious for contamination by microorganisms of I-II pathogenicity groups;
  • organizing and holding special-purpose trainings for healthcare specialists, other institutions and organizations with regard to biological safety, biological security, response to natural and anthropogenic biological threats.

The Anti-Plague Station today is a largest subdivision of the institute, having modern laboratory base. The staff of the APS is highly qualified and has extensive practical experience including in emergency situations. A lot of APS specialists are members of international biological safety associations (European, American, Central Asia and Caucasus).

All diagnostic laboratories of the Anti-Plague Station have the attestation and permits to work with agents of especially dangerous infections of the I-II pathogenicity groups.

The only laboratory in Ukraine that meets Biosafety level 3+ (according to international criteria) that was reconstructed within the framework of the Biological Threat Reduction Program is functioning as part of the laboratories.

All of them have high-technology equipment (genetic analyzer -sequenator, electronic microscope, microbiological analyzer, spectrophotometer for measurement of nucleic acids and proteins concentration in microscopic volumes NanoDrop 2000, sets of equipment for PCR and ELISA procedures, modern protective equipment, etc.).



Premises of APS laboratories

Level of the established laboratory base allows conducting a wide range of diagnostic researches on detection of the agents of especially dangerous infections of bacterial and viral etiology. According to the decrees o/Ministry of the Healthcare of Ukraine the laboratories have reference functions imposed on for a number of infections (Plague, Glanders, Melioidosis, Brucellosis, Legionellosis) as well as functions of a base laboratory on diagnostics of the avian Influenza.

The APS includes unique functional subdivisions:

  • Branch of the "Museum of microorganisms that are pathogenic for human" of the State Enterprise "Epidemiology and Infectious Diseases Institute after L. V. Gromashevskiy of the Academy of Medical Sciences of Ukraine" and has functions of a repository. In 2004 the collection was attributed to the scientific objects that are a national asset (Decree of the Cabinet of Ministers of Ukraine ' 1241 as of September 22, 2004). Nowadays, due to the capabilities of its laboratory base the APS is conducting advanced study of biological properties of the collection strains at the modern level including their genotyping.
  • Indication Center and special-purpose antiepidemic team (SAET, established for operative response and minimization of consequences of emergencies, related to the biological pathogenic agents, which is the most important field of the APS activity.
  • Ukrainian Training Center for biological safety and biological security - is a result of successful project implementation that was financed by the Department of Foreign Affairs, Trade and Development of Canada within the framework of Global Partnership Program (2008-2011), which meets all modern international standards.

Specialists of the Anti-Plague Station of SB “UAPRI” have developed and introduced following statutory and regulatory documents:

  • Methodological instructions “Organization and taking primary measures upon detection of sick individual (cadaver) or suspicion of quarantine infections and contagious viral hemorrhagic fevers and other dangerous infectious diseases of unclear etiology”, approved by Decree of Chief Public Health Officer # 16 as of May 12, 2003.
  • Methodological recommendations “Epidemiology, laboratory diagnostics and prevention of legionellosis”, approved by Decree of Healthcare Ministry of Ukraine # 463 as of August 08, 2007.
  • Rules of sanitation protection of the territory of Ukraine, developed for replacement of the previous edition (approved by Decree of Cabinet of Ministers of Ukraine # 696 as of April 24, 1999) in compliance with International medical and sanitary rules (2005), approved by Decree of Cabinet of Ministers of Ukraine as of August 22, 2011.
  • Methodological recommendations “Planning efforts for prevention of importation and spread of dangerous infectious diseases in Ukraine”, approved by the Decree of Ministry of Health of Ukraine # 113 as of March 12, 2007.

They have also participated in development of:

  • Concept of state policy implementation with regard to prevention of biological terrorism in Ukraine and monitoring activity of laboratory subdivisions of sentinel epidemiological surveillance system with respect to dangerous diseases.
  • Plan of efforts for implementation of State special-purpose biological safety and biological security program for 2015-2020, approved decree of Cabinet of Ministers of Ukraine # 620 as of April 1, 2013.
  • Plan of efforts for prevention of penitration importation and spread of coronavirus in Ukraine and taking measures for prevention of Middle East respiratory syndrome spread in population of Ukraine.
