General Information

State Body «Ukrainian 1.1. Mechnikov Anti-Plague Research Institute of the Ministry of Health of Ukraine» is a leading research institution in Ukraine on epidemiology, microbiology, epizootology of especially dangerous infections, biological safety and biological security (in accordance with the Statute approved by the Decree of Health Ministry of Ukraine # 17-0 as of February 08,2013).

In connection with the 100th anniversary of the Institute the date of June 11,1986 was included in the UNESCO Calendar of Events and the Presidium of the Supreme Soviet of the USSR had awarded the ORVEI the order of "Badge of Honor" by its Decree as of June 23, 1986 for development of medical science and public healthcare.

The SB "UAPRI" today is a state medical institution enlisted in the State register of scientific institutions that are granted the state support and by the decision of expert commission approved by Protocol # 1 as of August 21, 2012 it was referred to category A4 (Order of State agency for science, innovations and informatization of Ukraine # 175 as of October 01,2012).

Nowadays, the reforms in science, sanitary and epidemiological service of Ukraine have caused another reorganization of the Institute's activity for compliance with modern requirements, self-sufficiency of the institution and optimization of its activity.

Primary objective and scope of the institute's activity are:

Implementation of state policy for healthcare that stipulates the performance of scientific research, render organizational and methodological as well as consultative support to healthcare system institutions and organizations with regard to biological safety, biological security, response to biological threat factors related with dangerous, especially dangerous and new infectious diseases.

INNOVATIVE ACTIVITY

38 patents for intellectual property objects were registered and obtained as a result of 13 years of the Institute's activity. 25 out of them are maintained nowadays.

The Institute can provide CONSULTATION of the specialists on:

  • planning and organizing measures of sanitary protection of territories from penetration and spread of infections of international importance;
  • planning and organizing antiepidemic readiness of medical institutions;
  • organization and holding demonstrational exercises on localization and liquidation of outbreaks of dangerous and especially dangerous infections, including those of international importance;
  • prevention and control of relevant infections (influenza, viral hepatitises, HIV/AIDS, TORCH group (chlamydiosis, toxoplasmosis, rubella, cytomegaly);

SCIENTIFIC SUBDIVISIONS

Laboratory for agents of especially dangerous zoonotic infections



Main areas of scientific researches:

  • study of biological properties of agents of especially dangerous infections and first of all the most challenging for the Ukraine (Tularemia, Cholera);
  • determination of molecular-genotypic structure of tularemia strains circulating in the territory o/the Ukraine, concept development on adaptive mechanisms ofmicroevolution changes of Tularemia microbe;
  • improvement of monitoring system and creating possibility for assessment of Tularemia natural foci activity and forecasting epidemic complications based on determination of Tularemia microbe genotypes composition;
  • detecting regularities of specific immunity development in vaccinated and revaccinated with live Tularemia vaccine;
  • development of diagnostic preparations.

On the basis of the detected regularities of the specific immunity development in vaccinated and revaccinated with live Tularemia vaccine the approaches to improvement of vaccine prevention were developed. For the first time in the Ukraine the diagnostic PCR test-systems were developed that allow performing indication and identification of Tularemia agent at the level of species and subspecies, as well as accelerating, making safer and cheaper the testing (Patent #75546).

Study of biological properties of Cholera vibrios had allowed detecting the signs that enable identification of the vibrios biotypes and determining the cultures' virulence within the limited time (6-7 hours). Original technique of the cholera vibrios strains toxigenicity detection was developed on the basis of cell culture (Patent *69753 А).

Sings of Tularemia epizooty in some of the regions of the Ukraine were established upon the study of natural foci of Tularemia and Ornithosis. It was also confirmed that there is a persistent focus of ornithosis in the Black Sea Biosphere Reserve. Recommendations were developed on prevention of Tularemia and zoonotic Chlamydiosis.

Laboratory for ecology of carriers and vectors of agents of zoonotic especially dangerous infections



Main areas of scientific researches:

  • epizootology of especially dangerous infections;
  • ecology studies of carriers and vectors of the agents of especially dangerous infections;
  • detection of mechanisms for formation and functioning of zoonotic infections foci;
  • monitoring of dangerous faunal complexes in urban cenoses;
  • study of anthropogenic factors impact on biotic potential and spatial expansion of natural EDI foci.

The laboratory dedicates a lot of time and efforts to collection and study of archival materials related to the outbreaks of plague in Odesa City.

Laboratory employees are actively participating in international scientific collaboration programs for dangerous and especially dangerous infections -«Monitoring of highly pathogenic avian influenza H5N1», «Development of forecasting system of zoonotic diseases with application of GIS technologies» and other.

Laboratory of Slow infections and HIV/AIDS



Primary activities are:

  • improvement, of epidemiological supervision system over the HIV-infection in accordance with the changes in the course of HIV/AIDS epidemic and related epidemics;
  • monitoring of changes in incidence of risk forms of behavior in certain groups of population, in particular, student-age population and impact of social factors on development of the HIV-infection / AIDS epidemic;
  • study of the epidemic process characteristics and improvement of epidemiological supervision system over the HIV-infection.

As a result of the scientific research a sentinel surveillance system over the HIV-infection was developed and tested in the groups of individuals suffering from tuberculosis, pneumonia, among the pregnant women and youth.

Social factors related with the high level of HIV infection were studied. A complex of medical, social measures was developed, to counteract HIV-infection / AIDS, recommendations for elaboration of counteraction programs were developed, original concept of informational and training program on prophylaxis of HIV-infection was developed; a computer version of the program was created for parallel assessment of the level of current knowledge and gaps in awareness of the respondents concerning the prevention of the HIV-infection, development of computer role play.

In recent years a new direction of scientific research was developed in the laboratory. These research were dedicated to spatiotemporal analysis in the epidemiology of HIV-infection and tuberculosis. A unique database of spatiotemporal characteristics of HIV-infection epidemic development in the pilot Odesa Region was created, spatiotemporal features of HIV-infection and tuberculosis epidemics development were researched; a detection technique of "hot spots" of epidemic process was tested by method of spatial clustering. A lot of attention is paid to modeling and forecasting epidemic processes.

During the development of integral assessment model of the HIV-infection epidemic situation the algorithm of spatiotemporal analysis of the HIV-infection and tuberculosis epidemic processes intensiveness was developed on the basis of the suggested integration epidemiological model.

Immunobiological and chemotherapeutical preparations laboratory



Main area of the laboratory's activity is development of approaches, search and selection of health aids of different origin for prophylaxis and treatment of viral and bacterial infections, development and improvement of vaccine and diagnostic preparations.

According to the outcomes of the laboratory's work a permit was obtained from the State Pharmacological Center for use of aminocaproic acid as the anti-influenza drug for treatment and prophylaxis of influenza and acute respiratory viral infection in children and adults. It is the only anti-influenza drug in the world that is allowed for treatment of children less than one year of age. Based on the scientifically justified approaches the laboratory is able to detect antiviral properties of well-known drugs, enabling expansion of indications for their medical application and use with new indications at minimal expense of funds and time for their development. The laboratory had established the antiviral action of such official domestic drugs as decametoxin, ethonium, unithiol, that are effective against the strains of human influenza virus and avian influenza.

It also develops new highly effective and safe ways of medicinal preparations delivery upon transdermal administration (patch) as well as approaches to overcome bacteria resistance to antibacterial preparations upon their combined use with proteolysis inhibitor the aminocaproic acid (International Notification PCT/UA2012/000086 «Antimicrobial agent»).

In collaboration with scientists of O. V. Bogatskiy Physical Chemistry Institute (Odesa City) of National Academy of Sciences of Ukraine work on development of molecular engineering system, effective selection and directed synthesis of prospective antiviral and antimicrobial preparations is conducted with application of modern computer QS AR technologies.

Primary activities are:

  • provision of qualified outpatient and clinical aid to the Institute's employees;
  • taking measures directed on prevention and reduction of incidence rate;
  • provision of special consultative medical aid to the patients in respect of dangerous and relevant infections and determination of recommendations on further treatment of patients at the inpatient departments and outpatient and polyclinic institutions;
  • conducting scientific and practical work for prevention of occurrence and spread of especially dangerous and relevant mass infections.
